Sacramento, the capital of California, now has its daily newspaper’s reportage done from Bangalore by journalists who may never have been to the US, let alone to the west coast. Vancouver doubles as numerous US cities for Hollywood film and television. Neymar, a Brazilian footballer, moves from Barcelona to Paris for a record transfer fee. Just as a New International Division of Labor saw much of manufacturing leave the Global North for the Global South from the 1970s, so today we see a similar transformation in cultural areas. We are in the midst of a New International Division of Cultural Labor. How should we understand it, and act upon it?
